I love the Milani Highly Rated Lash Extensions tubing mascara. It's around $15 and works just as well as any luxury brand that is twice the price. And for a tubing mascara I find it comes off pretty gently with micellar water or clinique take the day off.

The only “waterproof” which is not waterproof that Comes in brown that I’ve found at drugstore prices is the brown tubing mascara by Milani (highly rated lash extensions to be exact). Unfortunately the only place I have found the brown one is on Amazon. Maybe you can find it at Ulta?
