Dell, Prices and Names and whatever this is...
There's no way RAM prices are justifying what Dell, Lenovo, et al. is selling this junk for. The X1 Carbon has a worse processor than the MacBook Pro, 12GB less RAM, worse GPU, and it costs almost 900€ more. For the price you can buy a MacBook Pro with 48GB RAM and an iPad Pro 11 on top.

What are some cheap laptop recommendations that come pre-installed with Linux Mint?
Cheap is in the eye of the beholder. You are asking for a CPU with a passmark of 12k or better. Second hand lenovo thinkpad X1 carbon gen 10 or later. Install mint yourself. They are not cheap in my book.
