If you can stretch, the iPad 11th gen is honestly the safest pick for notes + design because of apps and smooth performance. But if budget matters, look at OnePlus Pad 2 or Lenovo Tab P12; both give great performance and bigger screens for less money, just slightly weaker app ecosystem.
