Turns out it's the ram. A lot of places are reporting that viper ram is not compatible with the intel ultra 270k plus, which is unfortunate. Sorry for being dumb in some of my replies, It's 4am and I genuinely was just so fed up trying to make it work, thank you all for the replies

Ultra 9 285k or something else?

270K Plus with 48GB or more DDR5-7200 and a decent Gen 5 NVMe SSD will be my suggestion. The 270K Plus despite the name is basically a newer refreshed version of the 285K. Are these parts compatible? I am a first time builder.

$1,000+ cheaper and packed with upgrades. The 270K Plus despite the name is a newer and upgraded version of a 285K Plus. 48GB of faster RAM is an upgrade over 32GB of slower RAM. A T710 is an upgrade over a T705. The motherboard includes a white heatsink for it so you don't need one that includes it
