If the perfect underseat onebag existed, what 3 features would it have?
40x30x15cm expandable to 40x30x20cm for personal item compatibility with almost all airlines worldwide. Full panel opening, like Evergoods CPL 24 & Goruck GR1, NOT clamshell like Osprey Daylite 26+6. Under 1kg. The closest I've found is the Fjallraven Kanken Laptop 15.

Fjallraven have cute pastel backpacks and tote bags. https://fjallraven.com.au/products/f-kanken-laptop-15 You can often buy them secondhand which would fit your budget. They do last forever so even at full price are a good investment.

Fjallraven Kanken Laptop 15 in the No2 Black colorway might work. It has a front pocket, but meets your other criteria I think. Also, Flair sucks.

Kånken Laptop 15 — black or Frost Green? + airline question
If you like the black, get the black! I'd personally save up for the version with the G-1000 fabric though. It'll survive getting thrown around during travel better, and you'd be able to wax it to keep the black looking nice and dark. Here's a pic I yoinked off of an eBay listing if you want to see
