It's not a good build. Much of it is excessive for the sake of being excessive. A 9800X3D has 8 fast cores. A 9900X3D has 6 fast and 6 slow cores. For gaming, if the game runs on the fast cores you get good performance, if it runs on the slow cores you don't. As a result with a 9800X3D: The game is

Too much brand tax. Needlessly expensive motherboard. CPU cooler choice is "meh". SSD is PCIe5 but kind of a low-end spec and only 1TB. 9900X3D is a "meh" CPU overall. This is cheaper, the storage space is doubled (and likely faster despite being PCIe4), power supply is better made and cheaper, RAM

Here is a suggestion. Some re-allocation of money around to various parts. Upgraded the CPU a bit and went for the best performing AIO on the market today. Faster RAM at CL30. I'm sure prices will be different by you, but this gives you a guide to what I would do in your position. For the CPU, I picked the 9900X3D. It's got x3d gaming speed, but 12 cores to help render loads. There's a 360mm rgb aio and a motherboard with wifi and extra M.2 & DIMM slots for future upgrade

Yes and no. You need a specific algorithm to take advantage of that. If you use OpenFOAM or COMSOL which does not limit the total number of core you can use, 265k should be better. For ANSYS, if you don't have HPC, you stuck at 4 cores. In this case, 9900X should be faster. The reason 265K is faster

There's nothing I like about this build given the context. $5,000 AUD = $3,200 USD and you're getting an 8 core non-X3D with a 9070XT; if expect that for half the price. 6000CL30 RAM is what I'd expect in a PC 1/3 the price.
