Cheap Amazon GoPro/wearable style camera for cruise
I've got an AKASO V50X which I use snorkeling. They go for around $100 on Amazon, including underwater case and various mounting attachments. It uses a microSD card for storage and wi-fi to transfer files and stream. I'm happy with it.

4K video doesn't look like 4K on my PC
Cheap Chinese action cameras basically lie to you. I had the same exact thing with an akaso v50x. Yes, the file is encoded at 4k resolution, but the sensor is not capturing true 4k like you would get on something like a DJI, GoPro, Insta360 etc.

Do any action cameras have dashcam function
I use an inexpensive Akaso V50X as a dashcam, mounted on my handlebars. The 4K video isn’t GoPro quality but it’s plenty good for dashcam purposes. It comes with 2 batteries, buy extras as each one lasts 60+ minutes at 4K, or you can power it from an external battery.
