Pc for my brother

The description is unclear; what do you mean with "them dc"? As far as I can see, it is enough for the system to have a reasonably strong CPU and enough memory; you can get away with a small GPU. The Vi3000 uses TLC flash; avoid drives with QLC flash like the NV3. This system allows later upgrades.
