The better question is what CPU is capable of running it in 1:1 mode. 13900KS is gonna max out at around 4133-4300MT/s. 4400 if you are super duper lucky, most likely not. 5800X3D is gonna max out at around 3800MT/s. 4000 if you are super lucky, very unlikely.

13900KS is hands down the best choice here, by far. Just OP, you gotta make sure you don't let this CPU run on Intel defaults. Lock the cores, tune the voltages, and this CPU is going to serve you an eternity.
